Nothing can go smoothly, not even handing over paperwork.

A special News12 report on the handover of responsibility between the Spring Valley Buildings Department and the newly created Rockland County Office of Buildings and Codes claimed that a moving truck meant to carry paperwork from the Spring Valley building left empty handed, allegedly over refusal by the Spring Valley Department.

The new office was created after New York State demanded that the county take over the embattled Spring Valley Department following the deadly fire that took the life of a firefighter.
