“I’m a citizen of the world,” claims the one with a utopian vision. Pragmatics aside, is this the divine vision for humankind? What would the Torah say regarding territory acquired and borders established through war, whether aggressive or defensive? Do the spoils ever ethically and legally belong to the victors?
